USDA Home Loans in Rome, GA: Which Floyd County Homes Qualify for 0% Down

If you're shopping for a home around Rome, GA, there's a loan program many buyers never hear about: the USDA guaranteed home loan. It lets eligible buyers finance 100% of a home's appraised value with no down payment, and much of the countryside around Rome may fall inside USDA's map. Here's how it works in Floyd County and how to tell if a home you love might qualify.
This is general information, not lending advice. Rules and limits change, so confirm the details with a USDA-approved lender before you make an offer.
What Is a USDA Guaranteed Home Loan?
The USDA Single Family Housing Guaranteed Loan Program is run by USDA Rural Development. You borrow from an approved lender, and USDA guarantees the loan. According to USDA's program flyer, the key terms are:
- No down payment: up to 100% of the appraised value, plus the upfront guarantee fee can be rolled in.
- 30-year fixed rate: the rate is negotiated with your lender.
- Not just for first-time buyers: you can have owned a home before, as long as you'll live in this one as your main home.
- Seller help allowed: sellers and other interested parties can contribute up to 6% of the sales price toward your costs.
The Two Tests: The Address and Your Household Income
1. The property has to be in an eligible rural area. This is the test that surprises Rome buyers most. "Rural" in USDA terms doesn't mean a farm. It's a map. In general, the more built-up parts of a city fall outside it, while smaller communities and county areas fall inside.
A third-party review of Floyd County ZIP codes (Budget Sidekick, updated August 2026) suggests the central Rome ZIPs 30161 and 30165, along with Mount Berry, are likely not eligible, while areas such as Armuchee, Cave Spring, Lindale and Silver Creek are likely eligible. That's only a starting point. The official answer comes from typing the exact address into USDA's eligibility map at eligibility.sc.egov.usda.gov, because the boundary can run right through a neighborhood.
2. Your household income has to be under USDA's limit. USDA caps income at 115% of the area's median. For Floyd County, the current guaranteed-loan limit is $122,800 for a household of 1 to 4 people and $162,100 for 5 to 8 people (USDA's 2026 table, as reported by Rural Home Check and Budget Sidekick).
USDA counts the income of every adult in the household, not just the borrowers. Lenders can also subtract certain items, such as $480 for each eligible dependent, so a household slightly over the line may still fit.
What a USDA Loan Costs
USDA loans don't have traditional private mortgage insurance, but they do have two fees. For USDA's fiscal year 2027, which began October 1, 2026, USDA set:
- Upfront guarantee fee: 1.00% of the loan amount, which can be financed into the loan.
- Annual fee: 0.35% of the average unpaid balance, usually paid as part of your monthly mortgage payment.
You'll still have normal closing costs, which is where that 6% seller contribution can help.
The Home Itself Has to Qualify Too
USDA's flyer says existing homes must meet HUD's property standards, and that matters in Floyd County, where so many homes outside the city are on wells and septic systems. If the home has a private well, a safe water test is required, and a well or septic inspection can be required by the appraiser, inspector or lender. There's no set acreage limit, but the lot has to be typical for the area, and the land can't be used mainly to produce income.
Making a USDA Offer Competitive in Rome
Some sellers worry that a zero-down buyer is a weaker buyer. You can ease that worry by:
- Getting fully pre-approved with a lender who closes USDA loans regularly, not just a quick pre-qualification.
- Checking the address on USDA's map before you tour.
- Building in realistic timing. After your lender approves the file, USDA also reviews it and issues a Conditional Commitment, so ask your lender how long that step is taking right now.
- Using your due diligence period wisely. Schedule the inspection, the well test and any septic inspection early so there are no surprises late in the deal.
Is a USDA Loan Right for You?
A USDA loan is a strong fit if you want to live in the communities around Rome, would rather keep your savings, and your household income is under the limit. If you're set on central Rome, an FHA, VA or conventional loan may be the better path.
